I had a 95 Disco also with the same problem. The dealer replaced the dash free of charge about 23 years ago...
Apparantly there is a cost scale dependig on the age of the vehicle, ie, you may be asked to pay half etc..

: I have been trying for over 2 years to have Land Rover repair my dashboard which has suffered the same fate as many of this model - drastically peeling away near the windscreen.
: I have now lodged a complaint with a consumer protection group, and may pursue this matter legally if I have no luck with that course of action.
